The Provincial Health Officer, Dr. Bonnie Henry, and the Minister of Health, Adrian Dix, have been assuring British Columbians that the mRNA COVID-19 vaccines are “safe and effective.” However, in June 2024, 1,315 pages of BCCDC data were released to the public as a result of an Access to Information request. Information contained in the emails, and other documents from the agency reveal a pattern of suppression of adverse reactions to the vaccine concurrent with press releases contending there have been “no safety signals” during the rollout.

The first slide below is a screenshot of the BCCDC’s “BC COVID-19 AEFI Summary Report – March 25, 2021”
On that screen shot the historic flu stats for adverse events (13 per 100,000) and serious adverse events (15.7 per 100,000) are highlighted in blue. The terms on the left hand of the page “Total AEFI” (total Adverse Event Folloinw Immunization) and “Serious AEFI” are also noted with a blue highlighter. As you’ll see, under the column “Cumulative COVID19 Count,” by March 25, 2021, there were 523 adverse events reported for the C-19 vaccine, and 144 serious AEFI* for the C-19 vaccine.
* AEFI means Adverse Event Following Immunization

An email on April 8, 2021, from BCCDC’s Kyle Noftall to his BCCDC colleagues Heather Amos and Monica Naus, with the subject “April 8 Public COVID19 AEFI Report.” In the report Kyle Noftall advises his BCCDC colleagues that “the COVID-19 data section (is) being reworked.”

Prior to April 2021, the working internal definition of “serious adverse event following immunization” (serious AEFI) included sixteen categories:
a) Anaphylaxis, b) Bell’s Palsy, c) Cellulitis, d) Seizure, e) Encephalitis, f) Transverse myelitis, g) GBS (Guillain–Barré syndrome) , h) Intussusception, i) Meningitis,
j) ORS (Oculo-respiratory syndrome), k) Paralysis, l) Thrombocytopenia, m) Hospitalization, n) Permanent disability/incapacity, o) Death, p) Recommendation of no further immunizations

However, the publicly released definition of a “serious adverse event following immunization” (serious AEFI) omitted/deleted mention of twelve of the sixteen categories. Shifting outcomes like Bell’s Palsy, seizures, Guillain–Barré syndrome, paralysis, anaphylaxis and seven other “events” from the serious AEFI column to the adverse AEFI column enabled the BCCDC to communicate to British Columbians by mid-April 2021 that “Serious events have not been reported at rates higher than expected compared to background rates.”

A graph (below) was produced from the two-page British Columbia Report Adverse Events Following Immunization with COVID-19 Vaccines December 13, 2020, to April 3, 2021. I am just providing PAGE 2 of that report beginning with the Serious AEFI (definition) of this Report that was released to the press, which primarily displays a graph, and a “Key finding” that “26 reports met the serious definition…”

Consequently, the “reworked”  BCCDC reports of  “adverse AEFIs” and “serious AEFIs” produced this unexpected progression from late March 2021 to April 2021

March 25, 2021                  April 3, 2021

Adverse AEFI             523                                     567

Serious AEFI              144                                       26

Of note, all Canadian jurisdictions (provinces and territories) counted anyone who received a C-19 vaccine and either a) was hospitalized, or b) died, within 14 days of that vaccination as “unvaccinated.”

* An Ontario Ministry of Health bulletin from June 30, 2022, spells out the operative definition being used during the pandemic. “Unvaccinated is defined as not having any dose, or between 0-13 days after administration of the first dose of a COVID-19 vaccine. Partially vaccinated is defined as 14 days or more after the first dose of a 2-dose series COVID-19 vaccine, or between 0-13 days after administration of the second dose.”

* Similar bulletins were published by the Provincial Health Authority in British Columbia.
*  From this we can put the figure of 144 Serious Adverse Events Following Immunization reported by the BCCDC as of March 25, 2021, and the figure of 26 Serious Adverse Events Following Immunization reported by the BCCDC as of April 3, 2021, in context.
* Neither figure would have included anyone as a post-vaccine adverse event if they had been vaccinated within 14 days of getting vaccinated and either going to hospital or dying.
* In fact, the Lancet reported that in British Columbia a person was counted as vaccinated only after 21 days after receiving the C-19 vaccine. Any adverse or serious adverse event which sent citizens to hospital, or resulted in death, within 21 days after getting a first dose would all be categorized as hospitalizations or deaths of “the unvaccinated.”
* When a public health agency keeps changing the goal posts for reporting an adverse event post vaccination, it can reduce the appearance of vaccine injuries. And presto: no cause for vaccine hesitancy!
